A food premises in Ontario needs a municipal building permit and a public health review, and they are not the same submission. In Kitchener they go to these two:

Their permit page ↗One health unit covers all three cities, so a plan review submission for a Kitchener unit follows the same route as one in Waterloo or Cambridge. The municipal building permit does not - that stays with the City of Kitchener.

On the ground
Downtown Kitchener and the plazas along the arterial roads turn food units over regularly. Inheriting a hood, a grease interceptor and a three-compartment sink can take months and six figures off a project. What it cannot do is guarantee any of it is sized for your menu, still certified, or legal under the current code - the previous tenant’s approval does not transfer to you.
An existing exhaust hood is the most valuable thing in a second-generation unit and the most likely to be wrong. It has to suit the appliance line you are actually installing, not the one that used to be there. A hood sized for a pizza oven does not cover a fryer battery, and finding that out after the lease is signed moves the number substantially.
Because Region of Waterloo Public Health covers Kitchener, Waterloo and Cambridge, an operator comparing units across the three cities is dealing with the same public health process throughout. Only the municipal building permit changes.
