Two separate approvals, two separate authorities.

A food premises in Ontario needs a municipal building permit and a public health review, and they are not the same submission. In Waterloo they go to these two:

What is different about building in Waterloo

Cold shells shift the cost, they do not remove it

A new building hands you a bare space with a capped service and nothing else. Everything a second-generation unit would have inherited - exhaust, make-up air, grease interceptor, floor drains, gas sizing, electrical distribution - becomes yours to build. That is why our own cost model puts a cold shell about a third above a second-generation space per square foot.

Read the work letter before the rent

In a new mixed-use building the landlord’s work letter defines where their scope ends and yours begins: whether the gas is stubbed and at what capacity, what amperage lands at your panel, whether a shaft exists for your exhaust, and who pays to get it to the roof. Two units at the same rent can be a hundred thousand apart once that document is read properly.

Exhaust routing is the constraint in a multi-storey building

In a stand-alone building the duct goes up and out. In a mixed-use building with residential above, a viable route for exhaust and make-up air has to exist before the concept does. It is the most common reason a unit that looks perfect on a floor plan cannot become a commercial kitchen.
