On the ground
Turning a retail or industrial unit into a food premises is a change of occupancy, not a fit-out. It brings washroom counts, barrier-free access, exiting and occupant load into scope as code items rather than design preferences - and those are settled before anything else is worth drawing.
Refrigeration-heavy formats spend less per square foot on finishes and far more on mechanical and electrical. A butcher counter, a bakery and a hot table in the same room are three separate process areas with their own sinks, drainage and ventilation, and the health unit reviews them as such.
In pre-war stock the incoming gas capacity, the panel and the sanitary connection are frequently not what the drawings say they are. Measuring what is actually there before the lease is signed is the difference between a contingency line and a change order.
