Grocery projects behave differently from restaurants. The kitchen problem is smaller or absent, the refrigeration problem is much larger, and the layout question is commercial rather than operational — you are designing for how people move and what they pick up, not for how a line cooks during a rush.
They are also bigger. A grocery store spreads its fixed costs — the permit set, the mechanical design, the inspections — across far more floor area, which is why a 9,000 square foot store can price lower per square foot than a 1,200 square foot café.
What actually drives the budget
Refrigeration, before anything else. Reach-in doors, open multideck cases, coffin freezers, walk-in coolers and freezers, and the racks or condensing units that serve them. On most grocery projects this is the single largest line, and the decisions made here follow you for years as an energy bill.
The main fork is between self-contained cases, which plug in and reject heat into the store, and remote systems on a central rack, which are more expensive up front, more efficient at scale, and quieter on the sales floor. Small stores usually go self-contained. Larger stores usually should not.
Electrical capacity. Refrigeration, lighting and HVAC together mean grocery stores draw far more power than the retail use the unit was probably designed for. A service upgrade is common and it involves the utility, which means a timeline you do not fully control. Establish the available service before you sign anything.
Structure and floor. Walk-in boxes, loaded shelving and rooftop condensers are all weight. Older retail units are not always built for it, and reinforcement is a cost that appears late if nobody checked early.
Refrigeration heat. Self-contained cases dump their heat into the sales floor, which means your HVAC has to remove it. Undersizing cooling because “it is only a shop” produces a store that is uncomfortable in summer and expensive year-round.
The departments change everything
A grocery store that only sells packaged and produce goods is a retail fit-out with heavy refrigeration. Add a department that handles or prepares food and it becomes a food premises project, with public health plan review, specific finishes, sink requirements and food-flow expectations.

Each of these pulls health-unit scope in. That is not a reason to avoid them — prepared foods and a butcher counter are frequently what makes an independent store competitive against a chain — but they should be decided before design, not added during construction.
Layout is a commercial decision
Grocery layout is a retail discipline. A few things consistently matter:
Perimeter refrigeration. Cold departments generally run the walls because that is where the services and the drainage can go, and it walks customers through the store.
Aisle width against fixture count. Every extra aisle is more product on the floor and a worse experience if the store is busy. Barrier-free access sets a floor on aisle width; comfort usually sets it higher than the minimum.
Back-of-house is not optional. Receiving, dry storage, cold storage, staff facilities and waste all need real space. Independent operators consistently under-allocate here and then run the store out of the aisles.
Loading and waste. Where the truck parks, how pallets get in, where cardboard and organic waste go. This is a lease question as much as a design one.
Checkout position and queue space. Queues need somewhere to form that does not block the door or the last aisle.
Permits and approvals
Broadly the same authorities as a restaurant project, with the weight in different places:
- Zoning and change of use — critical if the unit was not previously retail food. Occupant load, exiting, washroom counts and barrier-free access come into scope.
- Building permit — structure, life safety, and any new mechanical or electrical work.
- Public health plan review — required once you handle or prepare food, which any of the departments above triggers.
- ESA — electrical, particularly with a service upgrade.
- TSSA — if there is gas equipment, typically bakery or hot foods.
- Fire — occupant load, exiting and any suppression systems.
A packaged-goods-only store is a lighter approval path than a store with a butcher and a hot table. Decide which one you are building before drawings start.
What independent operators most often underestimate
Refrigeration lead times. Cases and racks are long-lead items. Ordering after permit issuance rather than during review is one of the most reliable ways to delay an opening.
The energy bill. Refrigeration runs continuously. The gap between an efficient system with doors on the cases and a cheap open-case system is a monthly operating cost for the life of the store. The cheapest install is regularly the most expensive decision.
Shelving and fixtures. Gondolas, end caps, produce tables, signage and carts are a substantial line that frequently is not in the construction budget at all, because it is not construction.
Opening inventory. Filling a grocery store is a large cash requirement that lands right when construction costs have finished landing.
Service upgrade timelines. If the utility has to increase your service, that is their schedule, not yours. Find out early.
Where to start
Establish three things before committing to a unit: the available electrical service, whether the structure and roof carry the refrigeration and rooftop equipment, and whether the zoning permits your intended departments.
Those three answers determine whether the store you have in mind can be built in that space at a price that works. Everything else — layout, fixtures, product mix — is a design conversation that only matters once the building can support the plan.
