Opening a Café or Bakery in Ontario

Cafés and bakeries are cheaper to build than restaurants, but only if the menu stays on the right side of one line. Cross it and you inherit a restaurant's mechanical budget without a restaurant's covers.

The short version

  • One hot item can move you from a Type 2 hood to a Type 1 and change the whole budget

Cafés and bakeries are the cheapest food businesses to build, right up until they are not. The gap between a fit-out that costs a fraction of a restaurant and one that costs nearly as much is usually a single line item on the menu.

That is the thing worth understanding before you sign anything, because it is decided by what you intend to serve, and it is very expensive to change your mind after the drawings are stamped.

The line that decides your budget

A commercial kitchen needs a Type 1 hood when cooking produces grease-laden vapour, and a Type 1 hood brings welded grease-tight ductwork, fire suppression, a dedicated exhaust fan, tempered make-up air and a path to the roof. That is the expensive path, and it is the same path a restaurant walks.

A Type 2 hood handles heat, steam and odour without grease — a dish machine, some oven configurations, steam equipment. Simpler, lighter, dramatically cheaper.

Espresso, pastry finishing, sandwiches assembled cold, soup held hot in a well: generally the Type 2 side. A panini press might be fine. A griddle for eggs, a fryer for anything, a charbroiler: Type 1, and the budget changes shape.

The practical version: if your concept is coffee and pastry, price a Type 2 fit-out. If you are thinking “we will do a small breakfast menu too”, price a restaurant and be pleasantly surprised. What you must not do is budget the first and build the second.

This is worth deciding honestly at the concept stage rather than optimistically. Adding a fryer in month two is not a small change — it changes hood type, exhaust volume, make-up air, fire suppression, gas load and possibly the electrical service.

What actually constrains a café

Floor area is rarely the binding constraint. These usually are:

Electrical capacity. People underestimate this badly. A commercial espresso machine, a grinder or three, an oven, refrigeration, display cases, HVAC and lighting add up to a load a retail unit was never wired for. A service upgrade means the utility, on their timeline, not yours. Establish the available service before you sign.

Water. Espresso needs treated water, and treatment needs space, plumbing and drainage. A café’s water demand is small in volume but specific in requirement — filtration, softening where the supply is hard, and somewhere for the backflush to go.

Drainage. Floor drains where the equipment needs them, a mop sink, and the sink count the health unit expects. Moving drainage means opening the floor, which is one of the more expensive surprises available in a fit-out.

Seating count. This is the one that quietly triggers everything else. Occupant load drives washroom fixture counts, exiting requirements and barrier-free provisions. Going from fifteen seats to thirty-five can pull a second washroom into scope. If the unit was previously retail, it may also trigger a change of use — which brings occupancy, exiting and accessibility into the review whether you wanted them or not.

Bakeries are a different problem

A bakery that also serves coffee is not a café with an oven. It is a production facility with a retail counter attached, and it should be designed that way.

The ovens decide the layout. Deck ovens, convection, or a rack oven all have different footprints, different ventilation needs and very different power or gas requirements. A rack oven may need a hood of its own, and some deck ovens need clearances that eat more floor than the spec sheet suggests.

Proofing and retarding need space and power. A retarder-proofer is refrigeration and heat in one box, running continuously, and it needs to be near where the dough is shaped and near the oven.

Flour handling brings dust. That is a housekeeping issue, an air quality issue, and in some configurations a fire-safety consideration. It also means finishes that can actually be cleaned.

Storage is larger than you think. Bulk flour, sugar, fats, packaging and finished product all need somewhere to live, and packaging in particular takes more volume than operators plan for.

Production runs early, retail runs late. The two halves of the business overlap in the building but not in time, and the layout has to let bakers work while the front is closed — which means thinking about the back door, the waste route and where deliveries land.

Ventilation, without the restaurant bill

Even a Type 2 café needs air handled properly. Ovens throw heat, dish machines throw steam, and a room full of people with hot drinks has its own load. Undersizing here produces a café that is uncomfortable in July and has condensation on the windows in January — both of which customers notice.

If you are in a mid-block unit with no exterior wall, ask early where make-up air is going to come from. That constraint has killed more otherwise-good café spaces than any other single factor.

Approvals

Broadly the same authorities as any Ontario food premises, with the weight in different places:

Public health plan review Always — you are handling food
ESA Electrical, especially with a service upgrade
TSSA Only if you have gas equipment

A packaged-goods coffee bar with no food prep is the lightest path available. A bakery producing on site with a seating area is closer to a restaurant’s paperwork than most operators expect.

Where the money goes

In rough order, for a typical café fit-out:

  1. Mechanical and electrical — ventilation, service upgrade, HVAC
  2. Millwork and the counter — the front counter is the shop, and it is rarely cheap
  3. Equipment — espresso machine, grinders, refrigeration, display cases, oven
  4. Plumbing — sinks, water treatment, drainage
  5. Finishes — floor, walls, lighting, seating
  6. Permits and professional fees

The counter is the item most often underestimated. It is custom millwork carrying plumbing, electrical, refrigeration and the whole customer experience, and it is not a place to save money — it is the part of the room every customer touches.

Questions to settle before you sign

  • Does my menu need a Type 1 hood, honestly, including anything I might add later?
  • What is the electrical service, and how much is available to this unit?
  • Where does make-up air come from, and where does exhaust go?
  • How many seats do I want, and what does that number trigger?
  • Was this unit previously food service, and if not, what does the change of use pull in?
  • Where does the water treatment live, and where does it drain?

The honest summary

A café is genuinely one of the more achievable food businesses to open in Ontario, and the reason is mechanical: no grease, no suppression, no Type 1 duct to the roof. Protect that advantage. The concept decisions that feel small at the sketch stage — one hot item, ten more seats — are the ones that move you into a different budget entirely.
