A food premises in Ontario needs a municipal building permit and a public health review, and they are not the same submission. In Toronto they go to these two:
Building permit
Toronto Building
Issues the permit and carries out the building inspections.
Their permit page ↗Toronto Public Health reviews building plans for new and renovated food premises, assesses the kitchen plan, and carries out the pre-opening inspection. Plans are submitted to the health unit separately from the building permit application.

On the ground
Toronto Building issues the permit and Toronto Public Health assesses the food premises. They are separate submissions asking unrelated questions, and a set drawn to satisfy one is not automatically ready for the other. Running them in parallel rather than in sequence is worth several weeks.
Public health carries out a pre-opening inspection, and what is inspected is what the approved plans promised. Equipment substituted late, a sink moved on site or a finish changed for cost are the things that turn a sign-off into a return visit.
Trades, access, staging and parking all cost more here, and our model reflects it at roughly 14% above the southwestern Ontario band. Downtown units add loading and hoisting constraints that a suburban plaza never raises.
What it costs here
These are the same figures our public cost calculator uses, with the greater toronto area market factor applied and a second-generation space assumed. A cold shell runs higher; an operating refresh runs lower.
