A food premises in Ontario needs a municipal building permit and a public health review, and they are not the same submission. In Mississauga they go to these two:

Their permit page ↗Peel requires notice at least 14 days before a new food premises opens, and the floor plans have to be approved by Peel Public Health. Renovation involving construction also has to be reported, with notice at least 14 days before construction starts - which is earlier than most operators expect.

On the ground
Fourteen days before opening, and fourteen days before construction starts on a renovation. Those are specific, published requirements, and a schedule that treats public health as an end-of-project step will miss them.
A commissary or a ghost kitchen with several suites needs each one metered, ventilated and drained as its own premises. The shared infrastructure - exhaust, make-up air, gas capacity, the electrical service and the grease interceptor - has to be sized for the whole building at once, and that sizing is the main cost driver on the project.
Our own cost model puts the Greater Toronto Area about 14% above the Kitchener-Waterloo band per square foot, on trades and lead times rather than materials. A budget carried over from a southwestern Ontario project will be short.
