An independent ownership group took a cold shell in a new Waterloo development. No services, no interceptor, no patio approval — 112 seats and a licensed bar, 24 weeks later.

The ownership group had run kitchens for other people for fifteen years and wanted their own room. They came to us with a signed letter of intent on a ground-floor unit in a new mixed-use development, a menu, and a number in their head that was about thirty percent low.

The unit was a true cold shell. Concrete floor, unpainted block, a capped 4-inch sanitary stub, a 200-amp electrical stub and nothing else. Cold shell is the most expensive way to build a restaurant in Ontario, and it is also the only way to get exactly the room you want. They knew that. What they did not have was a realistic picture of what the base building was and was not going to provide.

The challenge

The lease exhibits allocated 200 amps to the unit. The connected load for a full-service kitchen with electric combi ovens, a two-door blast chiller, two walk-ins and a bar with three under-counter refrigeration units came out closer to 480 amps. That meant a service upgrade to 600A three-phase, and it meant negotiating with the landlord over who paid for it and where the new panel and transformer physically went, because the base-building electrical room had no spare space.

Grease interceptor sizing was the second fight. The Region’s sewer use requirements and the fixture count pushed us to a 1,500-litre in-ground unit. The slab was already poured. Cutting and forming an in-ground interceptor in a brand-new building meant coordinating with the developer’s structural engineer to confirm we were not cutting into a post-tension zone, and it meant the interceptor location had to reconcile with the sanitary invert depth at the property line. Two inches of fall decided where the kitchen could go.

Third, the patio. The concept depended on 28 exterior seats. That required a site plan amendment, a barrier-free path of travel from the public sidewalk, and an AGCO licence extension covering the patio boundary — three separate approval tracks that all had to land before opening, none of which run on the building permit clock.

What NHFC did

Discover. We reviewed the LOI before it converted to a lease and rewrote the work-letter section. The revised terms moved the electrical service upgrade and the sanitary connection into the landlord’s scope, and secured a fixturing period that started at permit issuance rather than possession. That single change was worth more than our entire fee on the project.

Design. Architectural, structural, mechanical and electrical drawings were produced as one coordinated set. Kitchen layout came from Norpex’s 3D package and was reconciled against our mechanical drawings before anything was ordered — hood coverage over the cook line, service clearances on the combi ovens, condenser locations for both walk-ins, and drain positions under the dish pit and the bar wells.

Site plan amendment for the patio was filed in week two, in parallel with the building permit application, because the municipal review windows do not overlap on their own. Building permit issued five weeks after drawing submission.

Build. Pasha Construction handled the slab saw-cutting, interceptor set, underslab plumbing and the sloped-to-drain pours in the kitchen and dish areas. Shop Flooring supplied the resinous kitchen system and the engineered product in the dining room, sequenced so the kitchen floor cured while framing continued out front. The 600A service, transformer relocation and new distribution panel went in during the same window.

Deliver. Type 1 hood over the cook line and a Type 2 over the dish machine, both with dedicated make-up air and a commissioning balance report. TSSA approved the gas connections for the range and charbroiler. ESA cleared the new service. Region of Waterloo Public Health approved the plan review with two clarifications on handwash station placement, both resolved without a resubmission. AspireCo handled the brand identity, site and launch campaign so the room had bookings on night one.

The outcome

Twenty-four weeks from first blueprint to first service. Occupancy, health approval, gas approval and the liquor licence extension for the patio all landed inside the same ten-day window, which is the part that takes coordination rather than luck.

The final cost landed inside the band we quoted at feasibility. It was well above the number the group walked in with, and they had that number corrected in week one instead of week fourteen.
